Rachel presented these slides to describe her proposal to build a package of metrics for galactic science and a higher-level Figure of Merit that the SCOC can use as a guideline when considering strategies for the Galactic Plane mini-survey.

The overall consensus supported this approach to developing a general Figure of Merit, combined with a package of more specific metrics to enable the community to evaluate different operational simulations for particular science goals.

Many people gave excellent feedback on currently missing elements of the package, including the need to take account of static science, particularly the value of u-band observations, evaluating OpSims with respect to star forming regions and in particular micro-survey proposals, and the need to incorporating metrics to evaluate period recovered and crowding. The overlap between survey strategy and follow-up strategies was noted, in that many science cases need to maximize discovery rates, but will depend on follow-up for characterization.
